The U.S. Department of Education's Office for Civil Rights (OCR) determined that Jefferson County School District R-1 in Colorado violated Title IX by failing to provide female students with equal athletic opportunities and adequate privacy protections in sex-segregated facilities.[1][2]

Findings released on December 6, 2024, concluded that district policies permitted male students identifying as female to access female bathrooms and locker rooms, use single-sex overnight accommodations on school trips, and compete on girls' interscholastic sports teams.[1][3]

OCR's review of athletic rosters from 13 girls' sports teams indicated that male students occupied or could occupy up to 61 roster positions designated for girls across the district.[1][2]

Jefferson County Public Schools, Colorado's second-largest district with approximately 77,913 students enrolled in the 2023-24 school year, operates nearly 150 schools.[4][5]

The investigation began after OCR received a complaint on October 12, 2023, alleging discrimination against female students in athletics and privacy.[1][3]

OCR has issued a proposed resolution agreement outlining steps for compliance, including policy revisions to protect equal opportunities and privacy. The district must respond and negotiate remedies or risk enforcement action, including referral for fund termination.[1][2]

Title IX, part of the Education Amendments of 1972, prohibits sex-based discrimination in federally funded education programs, including athletics.[1][5]
